Fountain Project Acceptance | Acceptance Criteria and Handover Checklist

Fountain acceptance inspections are most prone to becoming a mere formality: people sign off after just a quick glance to confirm the water is spraying and the lights are on. But the real problems are those that aren’t immediately apparent and only surface three months later—waterproofing joints, electrical insulation, accessibility for maintenance, and program stability. This page provides a checklist that you can tick off item by item, covering four key stages from equipment delivery to trial operation.

Item-by-Item Checklist

Checklist ItemsAcceptance CriteriaHow do I check?
Water-based effectsThe water discharge height and shape match the design specifications.Compare the operation of each water feature individually, and check the consistency and alignment of the array-type features; verify the synchronization of the musical fountain program.
Printhead StatusNo blockages, no tilting, no leaksObserve the system during full-load operation to check for any individual sprinklers with abnormal water discharge or misalignment.
Lighting EffectsConsistent color temperature, no burnt-out bulbs, no flickeringRun a test in each mode—full brightness, single color, and gradient—to check for color discrepancies and flickering.
Control SystemProgram switching works properly, and the timing is accurate.Switch between Weekday, Weekend, and Holiday modes once each to check whether the transitions are smooth and whether there are any freezes.
Electrical SafetyThe ground-fault circuit interrupter is functioning properly, and the grounding is secure.Test the operation of the ground-fault circuit interrupter, measure the ground resistance, and check the equipotential bonding.
Water ResistanceThe tank is leak-free, and the equipment pit is dry.Fill with water, let it stand, and observe changes in the water level; for indoor projects, focus on checking adjacent areas for signs of seepage.
Water CirculationFiltration is working properly, and water circulation is unobstructed.Check the pressure differential of the filtration equipment, ensure that the return flow is unobstructed, and verify that debris is being effectively collected from the water surface.
Noise LevelWithin the limits specified in the project agreementConduct on-site tests at sensitive locations (guest rooms, residential units, rest areas) and compare the results with the limits specified in the contract.
Maintenance AccessibilityInspection ports and vent ports may be usedOpen and close the access panel to simulate a luminaire and water pump replacement, and verify that tools and personnel can fit through it.
Safety and WarningsThere are safety barriers and warning signs in the wading area.Check whether the poolside anti-slip surfaces, guardrails, warning signs, and nighttime lighting meet the requirements for opening the pool to the public.
Operating Energy ConsumptionThe measured power is within the design range.Measure the total current during full-load operation and compare it with the value listed in the equipment inventory.
Delivery of MaterialsAll drawings, manuals, and certificates of conformity are included.Verify the as-built drawings, equipment manuals, certificates of conformity, warranty documents, and maintenance manuals.

Six Common Nonconformities

The access panel has been sealed shut

It was accidentally covered during paving or landscaping work and went unnoticed during the inspection. It wasn’t discovered until the equipment broke down several months later, when it became impossible to open it. During the concealed work inspection phase, photographs must be taken for record-keeping, and on-site verification must be conducted.

Inadequate Grounding and Ground Fault Protection

Electrical safety is the one area where there can be no compromise. The grounding, equipotential bonding, and residual current devices (RCDs) for underwater lighting fixtures and water pumps must be tested individually; it is not enough to simply check that ”the lights come on.”

Water-Based and Design Deviations

Insufficient water discharge height at the outlets and uneven spray patterns are most often caused by errors in pump selection or the calculation of pipeline resistance. During acceptance testing, each spray pattern should be checked individually rather than evaluating the overall effect.

Inconsistent Light Color Temperature

There are color variations among different batches of light fixtures, which are particularly noticeable at night. Inspection must be conducted at night with all lights on, as these variations are not visible during the day.

Excessive Noise

Vibration damping measures were not implemented in the pump room, or the wrong pump model was selected. If measurements taken at sensitive locations show that vibration levels exceed the limits, the cost of retrofitting later will be very high.

Incomplete information

The as-built drawings and maintenance manual are missing, leaving the maintenance contractor unable to proceed after the handover. These documents should be included in the acceptance checklist; the checklist will not be signed if any items are missing.

Key Points for Acceptance of Different Types of Water Systems

Water-basedWhat Are the Key Areas for Inspection?
Musical FountainPerformance synchronization accuracy. Run through the entire routine to check whether the water patterns are in sync with the music and whether the performance remains stable during long, continuous runs.
Water Screen MovieScreen flatness and image clarity. View the screen from the expected viewing distance to check for any screen tears, flickering, or insufficient brightness.
Dry FountainRunoff rate and surface residue. After stopping the spray, time how long it takes for the surface to dry and check for standing water in the paving joints.
Digital Water CurtainImage integrity and responsiveness. Test the display of text and images item by item to check for missing pixels and delays.
Rippling FountainWater column transparency and array consistency. Check for any divergence in the water columns or asynchronous lighting effects within groups.
Waterfall FeatureWeir uniformity and noise. Check the water curtain for gaps or interruptions in the flow, and measure the actual noise level at the point of impact.
Landscape FountainsStill Water Surface Effects and Overflow Control. Check the evenness of the water surface, whether water is overflowing at the pool edges, and whether the water sounds meet expectations.
Interactive FountainResponse Sensitivity and Failure Escalation. Simulate a trigger check delay and disable the sensor to verify the default safe state.

Frequently Asked Questions

Who should be responsible for the acceptance inspection?

It is recommended that the property owner, contractor, and designer all participate; for public projects, a supervising engineer or management representative should also be present. The key is to distribute the checklist to all parties in advance to avoid last-minute decisions on-site.

How are concealed works inspected?

Before backfilling, sealing, or paving, take photographs of each section for documentation and keep written records. This is the one step that absolutely cannot be skipped—if problems are discovered after the area has been covered, the cost of making corrections will be extremely high.

What should I do if the inspection fails?

Compile a list of corrective actions, clearly identify the responsible parties and deadlines for completion, and conduct a follow-up inspection after the corrections are made. For major issues (such as electrical safety and water leakage), work must be suspended immediately to address the problems; the project must not be handed over while these issues remain unresolved.

Should we have a third-party inspection done?

It is recommended to conduct these inspections for projects involving public safety, large bodies of water, or government investment. Key inspection items include electrical safety, water quality, and structural waterproofing; third-party reports can also serve as a basis for determining liability.

When does the warranty period begin?

The period generally begins on the date of the final acceptance signature, as specified in the contract. Wear-and-tear parts (such as underwater lights and seals) are considered consumables and are generally not covered by the warranty; it is recommended that they be specified separately.

How long does a trial run have to last to be considered successful?

Depending on the project's complexity, testing typically runs continuously for several days to two weeks. The focus is on observing stability after prolonged operation, including water temperature, current, control response, and changes in water quality. For musical fountains, continuous performance conditions must be verified.

What time points should be noted during the acceptance inspection?

Lighting and the overall nighttime scenery must be inspected at night, as color discrepancies and brightness issues cannot be detected during the day. Noise levels must be measured during sensitive periods (at night and during guest occupancy hours).
